Nova Scotia’s ten-year, $365-million Oracle Cerner contract

Sources for the announced value, term, and scope of Nova Scotia’s One Person One Record agreement.

On February 1, 2023, the Government of Nova Scotia announced that it had entered into a 10-year, $365-million agreement with Oracle Cerner for One Person One Record (OPOR), the province’s integrated electronic care-record system.

The Province described the agreement’s scope as designing, building, and maintaining OPOR. It said the system would give healthcare professionals at Nova Scotia Health and IWK Health access to complete, current patient information and would begin rolling out in hospitals and mental-health and addictions facilities within two years.

The Office of the Auditor General of Nova Scotia independently repeated the announced $365-million contract value in its October 2024 report on cybersecurity readiness in healthcare. The report discussed OPOR as part of the province’s growing investment in digital health infrastructure and the corresponding need for stronger cybersecurity governance.

These sources establish the publicly announced contract value and term. They do not establish that $365 million is a guaranteed ceiling on all implementation, operating, integration, or future change costs.
