A 2021 functional review of OpenMRS against EMR criteria

Source for the finding that OpenMRS meets a minority of standard full-EMR functional criteria without customization.

A 2021 peer-reviewed functional review evaluated OpenMRS against a standard checklist of full electronic medical record capabilities and found it met roughly a third of the criteria out of the box, with gaps concentrated in billing and practice-management functionality — areas that OpenMRS was never designed to cover natively, since it originated as a clinical-encounter and disease-surveillance platform rather than a practice-management system.

This is the primary source for this paper’s claim that OpenMRS is a strong fit for the clinical-data layer of a system and an open question for the administrative/billing layer — a scope limitation rather than a quality judgment.
